Permanent Recruitment Cash Flow: Placements, Rebates and Working Capital

Why permanent recruitment cash flow differs from temporary staffing and how to assess a credible working-capital need.

Placement income can be uneven

A permanent recruitment agency may carry consultant salaries, software, marketing and office costs before a placement completes. Pipeline activity is not completed income, and a completed placement is not necessarily collected cash.

Invoices may remain exposed after placement

Rebate periods, replacement arrangements, candidate departure, disputes and credit notes can change the expected value or timing of an invoice. Agencies should distinguish placements, invoices raised, invoices collected and income still subject to adjustment.

Why invoice finance may fit differently

Conventional invoice finance may not fit permanent recruitment in the same way as regular temporary staffing invoices. Eligibility depends on the invoice, contract, debtor and provider criteria, including the treatment of rebates and credit notes.

Assessing working capital

Map fixed costs, consultant productivity, placement timing, monthly revenue variation, existing borrowing and tax liabilities. A working-capital facility should have a credible repayment source rather than relying only on unconfirmed placements.

Retained profit, shareholder contribution, slower hiring, changed consultant costs or a smaller expansion plan may reduce the need. An unsecured business loan or other facility may be considered only where affordability and the wider business support it.

When borrowing may be unsuitable

Finance may add risk where the agency is repeatedly funding losses, consultant costs are not producing sustainable margin, invoices are regularly credited, or repayment depends on an optimistic pipeline. Reducing fixed costs or delaying hiring may be safer.
